2003 General Activities on Department of Energy (DOE) Cases
DCAS will reconstruct radiation doses by evaluating all appropriate data relevant to which an individual worker or group of workers have been exposed, particularly when radiation monitoring data are unavailable, incomplete, or of poor quality. The data used for the dose reconstructions will be obtained through requests sent to DOE and data search and capture efforts.
DCAS along with Oak Ridge Associated Universities (ORAU), the contractor hired to support NIOSH’s responsibilities under The Act, have been involved in data search and capture efforts. These efforts are being conducted at various DOE sites and federal and private records storage locations throughout the United States to retrieve radiation monitoring data needed to conduct dose reconstructions.

DOE Office of Worker Advocacy
Germantown, MD
This data capture effort was conducted in Germantown to recover information that was previously located at the Environmental Measurements Laboratory in New York. The main purpose of this data capture trip was to gather data to be used in the Technical Basis Documents for various AWE and DOE sites. Sixteen boxes of information were reviewed and 329 documents were captured.

A second data capture effort occurred in Germantown, Maryland in March and April. Twenty-nine additional boxes of information were reviewed and 538 documents were captured. The purpose of this data capture trip was to gather data to be used in the Technical Basis Documents for various AWE sites.

National Archives and Records Administration (NARA)
Atlanta, GA
During the data capture effort, 75 boxes were reviewed. Materials from 11 of the 75 boxes contained information on several DOE and AWE sites that can potentially be used for dose reconstruction. A second trip is planned to review additional binders and selected boxes.
Fernald Records Center
Fernald, OH
During this data capture effort, 45 boxes were retrieved from the Fernald Record Holdings. Materials were selected from 30 boxes containing 881 documents. The documents contained information from 1950-1990. During the data capture, information was discovered for AWE sites as well.
Army Corp of Engineers
St. Louis, MO
The data capture effort was targeted to capture documents related to Mallinckrodt Chemical Works. Records from the St. Louis Downtown Site, the St. Louis Airport Site, Madison Site, and Weldon Springs were captured.
Ten boxes and 3 binders were located. Materials were selected from 2 of the 14 boxes that contained information on Mallinckrodt employees.

National Archives and Records Administration (NARA)
Atlanta, GA
Two data capture trips occurred in September to the Atlanta National Archives and Records Administration (NARA) facility. These marked the second and third trips to NARA in response to a previous data search effort. During the second trip, 175 boxes were reviewed and materials were selected from 53 boxes. This included 125 documents spanning the years 1941-1990. Information was found on various DOE and AWE sites.
During the third trip, 73 boxes were reviewed and materials were selected from 38 of the boxes comprising 286 documents on various DOE and AWE sites.
Fernald Records Center
Fernald, OH
ORAU Team Specialists responsible for the Fernald Technical Basis Document on Internal Dosimetry, External Dosimetry, and Environmental Dosimetry traveled to the Fernald site to conduct a review of information and documents. They also identified numerous records and requested electronic and hard copies of many useful reports.
A follow-up data capture effort was made to the Fernald Records Center the following week. ORAU staff was able to spend time at the Center to review the contents of approximately 60 boxes of information and retrieve 90 documents spanning the years 1954-1990.
Health-Related Energy Research Branch
Cincinnati, OH
ORAU worked with staff from the NIOSH Health-Energy Related Branch (HERB) to capture data for the Portsmouth and Paducah Sites. The data capture effort was primarily targeted to capture documents that would be helpful in the development of the Portsmouth Technical Basis Document (TBD). Ten boxes were reviewed and 42 documents for the years spanning 1950-1995 were captured.
Several documents, including laboratory and health physics procedures and programs, were captured. Some of the more useful procedures were for the urinalysis program, film badges, in vivo, and performance of Health Physics surveys. Other documents worth mentioning included health physics survey reports, 1994 Mortality Study, 1987 Exposure Assessment, 1985 Final Safety Analysis Reports, and 1952-1992 exposure records. In all, approximately 2 boxes of documents were captured.

The purpose of this data capture trip was to gather additional documents that were not collected in previous trips. This NARA facility has the largest collection of Atomic Energy Commission (AEC) documents. Seventy boxes of documents were located and materials were selected from 45 of the boxes. A total of 262 documents were recovered.

Memorandum of Understanding Between the U.S. Department of Health and Human Services and the U.S. Department of Energy
The Department of Health and Human Services (HHS) and DOE signed a Memorandum of Understanding (MOU) in Fiscal Year 2019. The MOU describes how the Agencies will work together to carry out their responsibilities under The Act and Executive Order 13179. Part of the agreement covers how HHS and DOE will coordinate data search and capture activities.
