As Deputy Director for Public Health Science, Dr. Fleming ensures that excellence in science is the foundation for all CDC programs. He takes lead responsibility in working with CIO Directors and the ATSDR Deputy Administrator on CDCs scientific reports, guidelines and recommendations, outbreak investigations, global health, surveillance and public health statistics, and advisory committees. Dr. Fleming provides leadership in developing and implementing the CDC/ATSDR prevention research agenda and long term research strategy, and works to expand scientific collaboration with other organizations. He provides guidance on the scientific integrity and quality of agency programs and assistance in resolving controversial scientific issues. He serves as the Acting Director of CDC/ATSDR in the Directors absence.
From 1986-1992, Dr. Fleming served as the Deputy State Epidemiologist with the Oregon Health Division (OHD), Portland, Oregon, and from 1992 to 2000, as State Epidemiologist. In this role he had overall accountability for OHD programs in the following areas: acute and communicable disease prevention; environmental, occupational and injury epidemiology; HIV/sexually transmitted disease/TB prevention; health promotion and chronic disease prevention; program design and evaluation services; and health statistics and vital records.
From 1996-1997, Dr. Fleming served as President of the Council of State and Territorial Epidemiologist (CSTE). Dr. Fleming has authored or co-authored 84 publications of which six have been recognized as recipients of CDCs Shepard and Langmuir awards.
Dr. Fleming received his BS degree in biology from the State University of New York at Albany in 1975 and his MD from the State University of New York Medical Center, Syracuse, New York in 1979. In 1984, he began his career as a CDC Epidemic Intelligence Service Officer in the Center for Infectious Diseases and from 1984-1986, he was a Preventative Medicine Resident in the Office of Epidemiology, New Mexico Department of Health and Environment.
