Yes, that is correct.
Applicants should submit one application that covers all components that the applicant is applying for. The guidance in the NOFO has been updated to reflect this requirement.
Governmental public health refers to individuals working for a governmental public health agency either at the federal, state, local, tribal or territorial levels. County-based health educators within the Cooperative Extension Service are federal employees and are funded through the US Department of Agriculture. Therefore, they would not be eligible to receive funding under this initiative.
The NOFO allows applicants to propose development of two different tracks, leadership and data science, or either of the two tracks if the applicant chooses to concentrate their efforts. An advisory committee would need to be formed and convened for each track (one for leadership and one for data science).
Refer to the NOFO specifications in section 10:
Project Narrative: Unless specified in the “H. Other Information” section, maximum of 20 pages, single spaced, 12-point font, 1-inch margins, number all pages. This includes the work plan. Any content exceeding 20 pages will not be reviewed.
The stated 20-page limit is the maximum number of pages allowed for the application regardless of the number of components/pillars addressed.
